Industry focus
Engineering, oilfield and energy services firms operating in withholding-tax jurisdictions

Engineering and energy services companies often work in countries where withholding tax (WHT) applies to a wide range of payments, sometimes including employee-related reimbursements and allowances. Getting it wrong leads to penalties, back taxes and awkward conversations with tax authorities. The Business Central Expense Agent is adding WHT calculation directly into the expense process.

The industry challenge

A services firm supporting oil and gas, mining or power projects might have field engineers, technicians and project managers who incur expenses constantly. In some jurisdictions, certain reimbursements or allowances attract withholding tax. The rules can be detailed:

  • Different rates for different categories of expense
  • More than one withholding tax on the same item
  • Compound calculations, where one tax is calculated on top of another
  • Thresholds that apply across a period rather than per transaction

When expense systems don't understand these rules, finance teams calculate WHT manually, often after the fact. That's slow, error-prone and hard to audit.

What Microsoft is delivering

According to Microsoft, organizations can automatically calculate employee withholding tax as part of the expense report process. When employees submit expenses that are subject to WHT, the system applies the right calculations within the expense workflow. Microsoft lists these capabilities:

  • Automatic WHT calculation for employee expenses that require tax deductions
  • Single or multiple withholding taxes per category, based on your set-up, using simple or compound calculations
  • Thresholds over different periods, by record, document, category or total, including period accumulation
  • Calculations based on gross or net amounts

This sits alongside a separate Business Central 29.0 finance feature that extends withholding tax to employee transactions more broadly.

The Expense Agent WHT capability is in preview, with general availability planned for April 2027 according to Microsoft's roadmap.

Where the value shows up

Business areaImpact for an engineering or energy services firm
Tax complianceWHT applied consistently at the point of expense
Finance workloadFewer manual calculations and corrections after posting
Complex rulesMultiple, compound and threshold-based taxes handled in one place
Audit trailCalculations visible within the expense workflow
Employee clarityStaff see deductions when they claim, not later

Period-based thresholds are a particular pain point. Tracking cumulative amounts across months by hand is exactly where errors happen. Building it into the expense process removes a significant risk.

A worked scenario

Consider an engineering services company supporting energy projects in a country where certain employee allowances attract two withholding taxes, with one calculated on top of the other (an illustrative example). It also has an annual threshold above which a higher rate applies.

Before, the payroll and finance team recalculated WHT every month in a spreadsheet, then adjusted postings in Business Central. With the Expense Agent WHT capability configured, the agent calculates both taxes as expenses are submitted, applies the compound rule and tracks the period threshold automatically. The tax manager reviews the results in a sandbox during the preview, ready to adopt it when the feature becomes generally available.

Adoption considerations

  • Treat it as preview. Validate calculations against your current method before relying on them.
  • Work with tax advisers. Configure categories, rates and thresholds with professional tax input.
  • Check overlap with finance WHT. Align the Expense Agent set-up with withholding tax on employee transactions in finance.
  • Plan for April 2027. Use the preview period to prepare data and processes for general availability.
  • Keep documentation. Record how each rule was configured, for audits.

The bottom line

For engineering and energy services firms in withholding-tax jurisdictions, getting WHT right is not optional. Automatic withholding tax in the Business Central Expense Agent brings complex rules, including multiple taxes, compound calculations and period thresholds, into the expense process itself. Firms that prepare during the preview will be ready to benefit when it reaches general availability.

If withholding tax on expenses is a manual burden for your team, it's worth reviewing this capability with an experienced Business Central adviser and your tax advisers.
